As all commercial properties have what’s called a ‘use class’, you will often have to get planning permission from the local planning authority if you want to change that use class.
Be warned that if your project needs planning permission and you do the work without getting planning permission first, you can be served with an ‘enforcement notice’ ordering you to undo all the alterations you have made - an expensive mistake to make, which is why it’s advisable to call in the experts.

Under The Town and Country Planning (Use Classes) Order 1987, there are four main categories of use class are:

shops & other retail premises such as banks & restaurants
Class B:
offices, factories, workshops and warehouses
Class C:
residential,
hotels and
hostels
Class D:
non-residential institutions, assembly & leisure uses
